General Purpose

Under general supervision, provides plumbing and specialized services in the maintenance and operation of the District's boiler and hydronic equipment; ensures boiler operations maintain regulatory compliance; and performs related duties as assigned.

Essential Duties & Responsibilities

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
  • Installs, maintains, repairs and services plumbing infrastructure and equipment including pumps, motors, valves, boilers, cooling towers, faucets, toilets, drinking fountains, fire sprinkler systems, water and sewer lines and restroom facilities.
  • Operates, inspects, troubleshoots, maintains and repairs boiler plants and hot water systems across the District, including hot water boilers, pumps, motors and associated pipes; performs corrective and preventive maintenance and repairs of commercial high-pressure, hot water boilers; measures high pressure pipes to check safety limits; monitors gas combustion emissions and boiler emissions and adjusts for San Joaquin Valley Air Pollution Control permit compliance.
  • Monitors and maintains/repairs chiller/boiler plants; greases motors and pumps; changes/adjusts fan belts; adds/treats chemicals for cooling tower water and adjusts chemical feeds and controllers; takes chiller readings on amperage, temperature and pressure, analyzes data and assesses operating conditions to achieve optimum chiller performance; performs visual and operating sound inspections of all components and controls; schedules and programs condensing boiler operation; adjusts boiler lockout temperatures.
  • Locates, identifies sources and analyzes causes of water leaks; excavates sidewalks and streets following safe dig practices and required shutdown procedures; cuts water pipe using saws, pipe cutters, torches and other tools; caulks joints; threads and bends pipe; performs taps of all sizes of mains under pressure; installs metal plates, temporary asphalt patches or mixes and pours concrete patches.
  • Conducts visual inspections of pipeline, pumps and equipment on a scheduled basis; performs preventative maintenance activities as assigned; calibrates, services and makes equipment repairs including rebuilding pumps and motors.
  • Replaces PVC, copper and galvanized pipes; cuts and threads pipes; solders and sweats copper joints/fittings; rebuilds faucets; repairs water supply pipes.
  • Installs and upgrades fixtures and equipment; repairs and replaces valves; lays out, installs and maintains plumbing systems; installs and tests backflow devices as certified.
  • Clears drains and obstructions in water and sewer systems; conducts pressure tests of water, gas and compressed air piping and systems.
  • Performs skilled acetylene and electric welding work, Heliarc welding, brazing, cutting and stress relieving in the repair and maintenance of high-pressure boiler units, pipeline and associated auxiliary equipment; fabricates parts and equipment.
  • Provides support to other building trades staff; leads small projects by assigning, scheduling and monitoring work for completeness, accuracy and conformance with District requirements and other regulatory mandates.
  • Operates a variety of hand and power tools and test equipment used in the trade.
  • Creates and maintains electronic services records; maintains a variety of records, including blueprints, sketches, diagrams and logs; writes reports as required; assists in developing specifications for work to be completed by others.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District

  • Assists other journey-level maintenance personnel in cooperative assignments.
  • Performs related duties as assigned.

Employment Standards / Minimum Qualifications


Knowledge of:
  • Standard principles, practices, methods and tools of the plumbing trade.
  • Materials, methods and manual/electrical tools used in the operation and repair of firetube, double pass and four pass boilers.
  • Specialized tools, materials, practices and methods used in skilled plumbing repair and the installation/maintenance of general plumbing systems.
  • Safety regulations and codes and safe work practices around large heating units
  • Chemical water treatment techniques.
  • Applicable building, plumbing and hazardous materials codes and ordinances.
  • Applicable local, federal and state laws, rules and regulations, including relevant Environmental Protection Agency (EPA) and air quality regulations.
  • Operational characteristics of plumbing, water, sewer and gas systems.
  • Backflow protection methods, practices and devices.
  • Cooling tower and boiler water treatment.
  • Welding, soldering and pipefitting techniques.
  • The District's energy management system and its components.
  • Health and safety regulations and policies.

  • Proper methods of storing equipment, materials and supplies.
  • Shop and trades mathematics.

Skills and Abilities to:
  • Perform journey-level skilled mechanical maintenance duties in the inspection, repair, installation and alteration of the District's chiller/boiler plants and hydronic equipment.
  • Perform journey-level skilled plumbing in the maintenance and repair of the District's water systems and fixtures.
  • Perform preventive maintenance and servicing of equipment and systems.
  • Diagnose malfunctions and correct plumbing deficiencies.
  • Use a variety of tools and equipment specific to the plumbing trade.
  • Operate a variety of light and heavy equipment including jackhammer, hand/power tools, backhoe, skip loader and trench digger.
  • Interpret and work from plans, diagrams and specifications.
  • Follow oral and written instructions.
  • Operate specialized machinery, equipment and tools utilized in the trade.
  • Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices.

Graduation from an accredited vocational trade school, completion of a HVAC or plumbing apprenticeship program, and three years of journey-level experience in the design, installation, maintenance and repair of complex plumbing systems and related equipment and devices; or an equivalent combination of training and experience.


A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

The assessment process will include a competency assessment (40% weight) and a performance assessment (60% weight). Of those achieving a passing score on the competency assessment, only the most qualified candidates, plus ties, will be invited to the performance assessment. Passing score is 75% out of 100% on each assessment section.

Candidates who attain a passing score on each part of the assessment will be placed in rank order on a districtwide Open-Competitive List. Using the same process, a separate Promotional List will be established and both Lists will be used concurrently.
The eligibility list will be used to fill current vacancies in this classification Districtwide for at least six (6) months. The current vacancy is at District Operations.
